Looking at the latest OECD PISA results, one thing is unmistakable: Singapore’s education system continues to rank number one globally. PISA — created by the Organisation for Economic Co-operation and Development (OECD) — assesses the skills and knowledge of 15-year-olds in mathematics, reading, and science. Yet many developing countries, including Indonesia, still struggle, particularly in emerging cities where teacher quality remains one of the greatest challenges.
Over the last 30 years, the Singapore Intercultural School (SIS) Group of Schools has achieved remarkable success by taking the Singapore curriculum and integrating it with the strengths of local education systems—while keeping schools affordable. Across Indonesia, India, and Myanmar, SIS has expanded steadily, especially in capital and major cities.
This leads us to a fundamental question:
If a programme and system are genuinely strong, shouldn’t they benefit every community—not only the affluent?
In many regions, when fees are lowered, we see the same predictable issues:
• poorly constructed, low-quality buildings
• outdated programmes with little relevance or impact
• teachers who are under-trained, unsupported, or unprepared
This pattern has fuelled educational inequality for decades.
